MINUTES OF THE SPECIAL CALL MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
April l7, 2008


The City Council of Forrest City, Arkansas, met in a special call meeting on April 17, 2008. The meeting was called to order at 4:05 p.m. The following members were present: Mayor McCoy, Clerk Cochran, and City Council Members: Breeding, Jeffers, Fields, Hollowell, Capps, and Oswalt. Attorney Cline, Alderman Twillie and Alderman Peacock were absent.

Mayor McCoy stated this meeting was call to read an ordinance to waive bid requirements.

Mayor McCoy read an ORDINANCE TO WAIVE REQUIREMENT OF COMPETITIVE BIDDING; DECLARING AN EXCEPTIONAL CIRCUMSTANCE; AUTHORIZING PURCHASE OF LIGHT POLE WITH LIGHTS AND ACCESSORIES FOR RECREATIONAL COMPLEX; AND DECLARING AN EMERGENCY. Alderman Oswalt made a motion to suspend the rules and read the ordinance for the second reading. Seconded by Alderman Breeding. Roll Call: Alderman Hollowell, Fields, Breeding, Jeffers, Oswalt, and Capps All Ayes. Mayor McCoy read the ordinance for the second reading by title only.

Alderman Oswalt made a motion to suspend the rules and read the ordinance for the third reading. Seconded by Alderman Jeffers. Roll Call: Alderman Breeding, Hollowell, Fields, Jeffers, Oswalt and Capps All Ayes.

Mayor McCoy read the ordinance for the third reading by title only. Alderman Oswalt made a motion to adopt the ordinance. Seconded by Alderman Jeffers.

Alderman Breeding replied the electricians stated they did not want to put the lights on a wooden pole because the company that makes the lights said that there is not a wooden pole qualified for that number of lights. He also stated the electricians and the company that makes the lights are not going to assume the liability, unless the lights are on a steel pole.

Mayor McCoy stated he was informed that there are smaller lights that put out the same amount of light. Alderman Breeding also stated a gentleman came and measured the illuminants with a computer when the ball field was built; that is the reason the number of lights are on the pole. Mayor McCoy stated he would do some checking before purchasing. Roll Call: Alderman Breeding, Fields, Hollowell, Jeffers, Oswalt, and Capps. All Ayes.

Alderman Oswalt made a motion to adopt the emergency clause. Seconded by Alderman Jeffers. Roll Call: Alderman Breeding, Fields, Hollowell, Jeffers, Oswalt, and Capps. All Ayes.


Meeting adjourned at 4:16 p.m.
