MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
June 3, 2008

The City Council of Forrest City, Arkansas, met in regular session on June 3, 2008. The meeting was called to order at 6:00 p.m. Alderman Peacock opened the meeting in prayer. The following answered roll call: Mayor Pro Tem Twillie, Clerk Cochran, Attorney Cline, and City Council Members: Hollowell, Fields, Breeding, Peacock, Fields, Capps, and Jeffers. Mayor McCoy and Alderman Oswalt were absent.

Alderman Jeffers made a motion to approve the minutes of the previous meeting. Seconded by Alderman Fields. Roll Call: All Ayes.

Committees

Police Committee
Alderman Peacock stated that the police committee met on Wednesday May 28, 2008 in the council chambers. They went over the proposed promotions for the police department, the committee agreed to ask the city council not to take any actions at this time.

Unfinished Business

Shop House Ordinance
Attorney Cline read Ordinance Amending Ordinances No. 1426 And No. 1484, Authorizing Sale of Real Property; Waiving Competitive Bidding; And For Other Purposes for the second reading.

Fireworks Ordinance
Mayor Pro Tem Twillie stated the council had an ordinance amending ordinance #1411 for fireworks, the 4th of July is getting close and he hopes he can get the ordinance read twice tonight and the 3rd reading at the next council meeting.

Attorney Cline read An Ordinance Amending Ordinance 1411; To Prohibit The Sale, Possession For Sale, Discharge, Or Shooting Of Fireworks Within The City Limits Except During Specified Hours; To Prohibit The Sale Or Possession For Sale Of Fireworks At Any Time; And For Other Purposes. Sponsored by Alderman Hollowell. Alderman Hollowell made a motion to suspend the rules and read the ordinance for the second reading. Seconded by Alderman Fields. Roll Call: All Ayes. Attorney Cline read the ordinance by title for the second reading.

New Business

Ordinance Amending the City’s 2007 Budget
Mayor Pro Tem Twillie stated the council had an ordinance amending the 2007 budget. He also asked if there were any comments or recommendations. Alderman Breeding stated he had some questions concerning the revenues, the property tax. He also stated the council needed to look at every department’s supply budget line item. Alderman Breeding also stated he felt that the departments did not operate within their budgets.
Alderman Capps made a motion to table the ordinance until the next meeting. Seconded by Alderman Breeding. Roll Call: All Ayes.

STREET FUND BILLS

Alderman Jeffers made a motion to pay street fund bills totaling $10,225.86. Seconded by Alderman Fields. Roll Call: All Ayes.

GENERAL FUND BILLS

Alderman Capps made a motion to pay general fund bills totaling $28,743.37. Seconded by Alderman Hollowell. Roll Call: All Ayes.
Announcements

Arkansas Municipal League Convention June 18-20, 2008.

Budget Meeting was scheduled for June 16, 2008 5:00 p.m. the Monday before the next council meeting.

Alderman Fields commented the constituents are still asking questions about the sign being made for the Larry S. Bryant Multipurpose Center. They feel when the council passes something it should not take forever being done. Alderman Fields also stated she would like to set a date for the sign to be put up. Alderman Capps stated to his understanding Mayor McCoy said the architect was working on the sign. Alderman Fields stated Mayor McCoy stated the same architect that is designing the city shop is designing the sign, but he has not said that he is working on the sign. Alderman Fields also stated she wanted to know are they working on the sign, when are they going to start and how long it will take. Alderman Breeding asked what about making a request to the mayor’s office to give the council an answer at the next council meeting.


Alderman Capps made a motion to adjourn at 6:20 p.m. Seconded by Alderman Breeding.
