MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
January 6, 2009

The City Council of Forrest City, Arkansas, met in regular session on January 6, 2009. The meeting was called to order at 6:00 p.m. Alderman Twillie opened the meeting in prayer. The following answered roll call: Mayor McCoy, Clerk Cochran, Attorney Cline, and City Council Members: Hollowell, Shepherd, Fields, Capps, Oswalt, Twillie, and Jeffers. Alderman Peacock was absent.

Swearing in ceremony of Council Members: Hollowell, Shepherd, Fields, Capps, Oswalt, Twillie, and Jeffers by Judge Steve Routon.

Alderman Jeffers made a motion to approve the minutes of the previous meeting. Seconded by Alderman Twillie. Roll Call: All Ayes.

UNFINISHED BUSINESS

House Bid
Mayor McCoy stated the 301 Laney Street house has been bid out twice, the first time no bids were received, this time there is one bid from Vincent Cochran, 2125 West Broadway, Forrest City, AR 72335 for $250.00. Mr. Cochran is responsible for moving the structure and cleaning of the property. Alderman Twillie made a motion to accept Mr. Cochran’s bid for the 301 Laney Street house. Seconded by Alderman Shepherd. Roll Call: Alderman Jeffers, Hollowell, Fields, Capps, Oswalt, and Shepherd. All Ayes.

Demolition and Structure Moving Ordinances
Mayor McCoy asked the council if they had any questions concerning the two ordinances and if the modifications met their expectations. Attorney Cline stated that he and Mr. Fletcher, Code Enforcement Officer, agreed if there needed to be any changes on the ordinances, they need to be changed before being voted on, to alleviate chances of the ordinances being voted down, because the ordinances need to be in place. Attorney Cline also stated that he specified the changes in the letters. On the demolition ordinance, it mainly dealt with the insurance and surety bond. Mayor McCoy added that he had spoken with Alderman Peacock and he was pleased with the changes. Mayor McCoy also stated that the changes had been made to section 3 item 2 (final inspection).

Attorney Cline read An Ordinance Establishing The Procedure For Demolishing Building or Other Structures; Establishing An Application Processing; Setting Penalties For Violations; And For Other Purposes. Sponsored by Alderman Fields. Alderman Fields made a motion to suspend the rules and read the ordinance for the second reading. Seconded by Alderman Capps. Roll Call: All Ayes. Attorney Cline read the ordinance for the second reading by title and sections only.

NEW BUSINESS

STREET FUND BILLS
Alderman Oswalt made a motion to pay Street Fund Bills totaling $496.89. Seconded by Alderman Twillie. Roll Call: All Ayes.

GENERAL FUND BILLS

Alderman Hollowell made a motion to pay general fund bills totaling $10,965.08. Seconded by Alderman Capps. Roll Call: All Ayes.

Announcements

Municipal League Conference January 14-16, 2009

Alderman Oswalt stated that James Beazley contacted him and Rujay Burk’s term had expired on the water commission and Mr. Burks wanted to be re-appointed. Alderman Oswalt made a motion to re-appoint Mr. Rujay Burks on the Forrest City Water Commission. Seconded by Alderman Twillie. Roll Call: All Ayes.

Mayor McCoy stated there were a few commissioners’ terms that needed to be dealt with.

Alderman Twillie made a motion to adjourn at 6:25 p.m.
