MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
February 17, 2009
The City Council of Forrest City, Arkansas, met in regular session
on February 17, 2009. The meeting was called to order at 6:00 p.m.
Alderman Peacock opened the meeting in prayer. The following answered
roll call: Mayor McCoy, Clerk Cochran, Attorney Cline, and City
Council Members: Hollowell, Peacock, Shepherd, Twillie Fields, Capps,
Jeffers, and Oswalt.
Alderman Fields made a motion to approve the minutes of the previous
meeting. Seconded by Alderman Twillie. Roll Call: Hollowell, Peacock,
Shepherd, Twillie, Fields, Capps, and Jeffers All Ayes. Alderman
Oswalt abstained due to being absent.
Committees
Recreation Department Committee
Alderman Twillie reported that the parks and recreation committee
developed several recommendations during their meeting held last
week. He then asked Recreation Director Kenneth Taylor, to present
the recommendations to the council. Mr. Taylor stated he had three
recommendations for 2009 increases for the swimming pool, basketball,
and city pride recreational fees. Southside Swimming Pool: adults
$4:00 for 18 yrs & up, students $3.00 for ages 3-17, and non-swimmers
$2.00 for all ages.
Larry S. Bryant Multi-Purpose and Wellness Center 2009 basketball:
adults $3.00 for 18 & up, students $1.50 for ages 3-17.
City Pride summer program registration fees: $10.00 for in city
limits ages 4-13, $20.00 for out of city limits ages 4-13. The fees
will cover breakfast, lunch, field trips, awards, and educational
supplies. Alderman Oswalt made a motion to accept the 2009 recreational
fees. Seconded by Alderman Shepherd. Roll Call: All Ayes.
Baseball Uniforms
Recreation Director Taylor asked permission to bid for baseball
uniforms. Alderman Oswalt made a motion to give Mr. Taylor permission
to bid out baseball uniforms. Seconded by Alderman Hollowell. Roll
Call: All Ayes.
UNFINISHED BUSINESS
Airport Commission
Attorney Cline answered Alderman Twillie questions concerning the
dissolving of the airport commission. Attorney Cline stated the
airport would become the responsibility of the city council. He
said the city is not required to have an airport commission; the
enabling statue says the city may create an airport commission.
He is not aware of any obligations or outstanding contracts that
would be a problem. There is a lease and Hutcherson Flying Service
has it. Alderman Twillie asked if FAA had been contacted concerning
the dissolving of the airport commission. Attorney Cline stated
there was no need to contact FAA; the local airport was not receiving
any type of funds from the state. Alderman Twillie asked if there
were any local funds going to the airport. Alderman Hollowell stated
everything had been converted over to the regional airport. Alderman
Capps asked how much time is left on the lease with Hutcherson Flying
Service. Mayor McCoy stated he thought the lease had expired, but
they have the option to renew the lease for five-years.
Attorney Cline read for the third reading of an Ordinance Repealing
Ordinance No. 814; Dissolving And Terminating The Forrest City Municipal
Airport Commission; And for Other Purposes. Sponsored by Alderman
Hollowell.
Alderman Hollowell made a motion to adopt the ordinance. Seconded
by Alderman Capps. Roll Call: Alderman Peacock, Jeffers, Hollowell,
Twillie, Fields, Capps, Oswalt, and Shepherd All Ayes.
Attorney Cline asked the council if they wanted him to look at the
lease agreement, and to see what their options were with the Forrest
City Airport. The council answered yes.
NEW BUSINESS
Mayor McCoy gave his State of the City address (see attached).
STREET FUND BILLS
Alderman Hollowell made a motion to pay the street fund bills totaling
$10,844.50. Seconded by Alderman Peacock. Roll Call: All Ayes.
GENERAL FUND BILLS
Alderman Oswalt made a motion to pay general fund bills totaling
$21,378.05. Seconded by Alderman Twillie. Roll Call: All Ayes.
Announcements
Alderman Twillie made a motion to adjourn at 6:41 p.m. Seconded
by Alderman Shepherd.
