MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
July 21, 2009

The City Council of Forrest City, Arkansas, met in regular session on July 21, 2009. The meeting was called to order at 6:00 p.m. Alderman Shepherd opened the meeting in prayer. The following answered roll call: Mayor McCoy, Clerk Cochran, Attorney Cline, and City Council Members: Alderman Peacock, Hollowell, Shepherd, Twillie, Fields, Capps, and Oswalt. Alderman Jeffers came in at 6:05 p.m.

Alderman Shepherd made a motion to approve the minutes of the previous meeting. Seconded by Alderman Fields. Roll Call: All Ayes.

UNFINISHED BUSINESS

Ordinance
Attorney Cline read for the second reading An Ordinance Amending Ordinance No. 1475 (Section 16-6.1-Code of Ordinances); Authorizing a Levy to Provide Additional Funding To Defray Cost of Incarcerating City Prisoners. Sponsored by Alderman Hollowell.

Alderman Oswalt made a motion to suspend the rules and read the ordinance for the third reading. Seconded by Alderman Shepherd. Roll Call: All Ayes. Attorney Cline read the ordinance for the third reading. Alderman Capps made a motion to adopt the ordinance. Seconded by Alderman Hollowell. Roll Call: Alderman Peacock, Hollowell, Shepherd, Twillie, Fields, Capps, and Oswalt.

Alderman Peacock made a motion to adopt the emergency clause. Seconded by Alderman Hollowell. Roll Call: All Ayes.


NEW BUSINESS

Presentation
Mayor McCoy presented Shane Rogers, who has been with the Forrest City Police Department for 121/2 years, with a certificate of promotion to a patrol sergeant.

Permission to Bid Chipper
Mayor McCoy asked permission to bid for a chipper. He stated that the city had recently submitted an application for a $45,000 grant through East Arkansas Planning District for the purchase of a chipper; the grant had been approved. The current chipper is broken. Mayor McCoy checked with EAPD they agreed if the city went on and purchased the chipper, that they would reimburse the city’s money.

Alderman Peacock asked Mayor McCoy if he had checked prices or would the $45,000 grant take care of the chipper. Mayor McCoy said he was being careful about giving out figures because the chipper had to be bid out. Alderman Peacock made a motion to allow Mayor McCoy to bid for a chipper. Seconded by Alderman Capps. Roll Call: Alderman Jeffers, Hollowell, Shepherd, Twillie, Fields, Capps, Oswalt, and Peacock.


STREET FUND BILLS

Alderman Peacock made a motion to pay the street fund bills totaling $1,675.75. Seconded by Alderman Capps. Roll Call: All Ayes.


GENERAL FUND BILLS
Alderman Twillie made a motion to pay general fund bills totaling $19,463.88. Seconded by Alderman Oswalt. Roll Call: All Ayes.


Announcements
The city and St. Francis County planned workshop was cancel, another date will need to be set.


Alderman Twillie made a motion to adjourn at 6:13 p.m. Seconded by Alderman Shepherd.
