MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
November 16, 2010
The City Council of Forrest City, Arkansas, met in regular session
on November16, 2010. The meeting was called to order at 6:00 p.m.
Alderman Twillie opened the meeting in prayer. The following answered
roll call: Mayor McCoy, Clerk Cochran, Attorney Cline, and City
Council Members: Peacock, Jeffers, Hollowell, Shepherd, Capps, Oswalt,
and Twillie. Alderman Fields came in at 6:03 p.m.
Alderman Shepherd made a motion to approve the minutes of the previous
meeting. Second by Alderman Jeffers. Roll Call: All Ayes.

UNFINISHED BUSINESS
Cable TV Franchise
Attorney Cline read for the 2nd reading An Ordinance Granting A
Franchise to East Arkansas Video, Inc. To Construct, Operate, And
Maintain A Cable System In The City Of Forrest City, Arkansas Setting
Forth Conditions Accompanying The Grant Of The Franchise; Providing
For Regulation And Use Of The System And The Public Rights-Of-Way
And Prescribing Penalties For The Violation Of The Provisions Herein;
sponsored by Alderman Shepherd. Alderman Shepherd made a motion
to suspend the rules and read the ordinance for the third reading.
Alderman Peacock asked Mayor McCoy if he had spoken with the superintendent
of Forrest City School District concerning merging with their cable
network. Mayor McCoy said he called Greg Fender and he was waiting
on some information before he spoke with the superintendent. Alderman
Shepherd withdrew his motion due to no second.
NEW BUSINESS

STREET FUND BILLS
Alderman Peacock made a motion to pay street fund bills totaling
$1,928.66. Second by Alderman Shepherd. Roll Call: All Ayes.
GENERAL FUND BILLS
Alderman Hollowell made a motion to pay general fund bills totaling
$28,541.78. Second by Alderman Capps. Roll Call: All Ayes.
Announcements
Mayor McCoy explained to the council and budget committee members
that the figures that Mrs. Lynch gave the budget committee were
not off because she calculated actual filled positions of what was
being paid instead of the 2010 budget figures. Alderman Twillie
stated he understood what Mayor McCoy was saying.
Budget meeting scheduled for December 13, 2010 at 5:00 p.m.
Alderman Shepherd made a motion to adjourn at 6:15 p.m. Second Alderman
