MINUTES OF THE REGULAR MEETING
FORREST CITY CITY COUNCIL
FORREST CITY, ARKANSAS
October 4, 2011
The City Council of Forrest City, Arkansas, met in regular session
on October 4, 2011. Mayor Larry S. Bryant called the meeting to
order at 6:00 p.m. Alderman Cecil Twillie offered prayer. The following
answered roll call: Mayor Bryant, City Clerk Cochran, Attorney Cline,
and City Council members: Breeding, Capps, Fields, Hollowell, Jeffers,
Peacock, Oswalt, and Twillie.
Alderman Jeffers moved to approve the September 20, 2011 regular
meeting minutes. Alderman Fields second the motion. Roll Call: All
Ayes. Alderman Oswalt abstained due to being absent.
Alderman Hollowell moved to approve the minutes from the September,
2011 Special Called Meeting; Alderman Capps second the motion. Roll
Call: All Ayes. Alderman Fields and Jeffers abstained due to being
absent.
REPORT OF COMMITTEES
Mayor Bryant stated there is none.
UNFINISHED BUSINESS
Mayor Bryant stated the demolition ordinance was not ready; some
adjustments were being made on the ordinance.
NEW BUSINESS
City’s Millage
Mayor Bryant said it was time to vote on the city’s millage.
The millage rate is 3.8 mills and he did not recommend a change.
Alderman Twillie made a motion to continue with the current millage
rate of 3.8 mills. Second by Alderman Oswalt. Roll Call: Ayes.
Ordinance to Establish Wards
Attorney Cline read the first reading An Ordinance To Establish
Wards Within The City of Forrest City; And For Other Purposes. Sponsored
by Alderman Twillie.
GENERAL FUND BILLS
Alderman Oswalt made a motion to approve and pay general fund bills
totaling $31,496.06. Alderman Twillie second the motion. Alderman
Capps questioned the West Advertising Co. invoice. Mayor Bryant
said it was for fire prevention supplies. Roll Call: All Ayes.
STREET FUND BILLS
Alderman Capps made a motion to approve and pay Street Fund Bills
in the amount of $28,277.28. Alderman Hollowell second the motion.
Roll Call: All Ayes.
ANNOUNCEMENTS
Mayor Bryant announced on October 7, 2011 he was proclaiming that
day as ‘Go Pink for the Cure Day’. Mayor Bryant said
that his wife died with cancer and there were several people in
Forrest City that had cancer; he asked the council to wear some
type of pink on that day to support the venture.
Alderman Peacock asked if Mayor Bryant had received any information
on the Front Street demolitions. Mayor Bryant said he checked on
the information today at Attorney Cline’s office.
Mayor Bryant said in the near feature he needed to meet with the
finance and budget committee.
Alderman Twillie made a motion to adjourn at 6:10 p.m.
